You’re not referring them for testing or to a company where you are a shareholder or part owner. You’re mentioning a book or informational resource… not even necessarily a “referral or recommendation” and getting a commission if they purchase.
I’m not a lawyer (and recommend you speak to one), but after reviewing the Stark Law this does not seem to violate it any way.

If you are getting paid for referring someone to a web site and getting paid for
thr referral does this not violate the Stark Law
